Brentwood Borough is seeking a knowledgeable, adaptive, and community-oriented individual to serve as its Building Inspector. The selected individual will review construction plans to ensure compliance with the Uniform Construction Code & the accessibility considerations of the Americans with Disabilities Act, and the employee will conduct field inspections to verify that work outputs similarly adhere to these regulations. Other primary duties include the completion of occupancy inspections to review potential health and safety hazards at properties that are transferring ownership and the performance of inspections to confirm the habitability of rental units. The employee will additionally provide technical assistance related to International Property Maintenance Code enforcement, Zoning Code enforcement, and the review of land development applications. Candidates should be versed in standards related to critical building components which include foundations, framing, roofing, electrical systems, and mechanical systems. Prospective employees should additionally be able to read and critically interpret blueprints, site plans, and other construction drawings. At the time of application, Department of Labor & Industry certification as a Residential Building Inspector is required. Candidates must also hold a valid driver’s license and possess a high school diploma. Applicants must meet one of the following minimum standards:

• At least one year of prior service performing commercial, industrial, or public/governmental inspections for applicable construction and safety code compliance while employed with a municipality, third party inspection agency, engineering firm, or similar entity; or

• At least two years of employment in the construction industry, during which such time the individual performed a skilled trade such as electrical, carpentry, or plumbing; or

• An equivalent combination of the above referenced training and experience. If not earned prior to the time of hire, the employee will be required to obtain the following certifications within two years: Residential Electrical Inspector, Residential Mechanical Inspector, Residential Energy Inspector, Accessibility Examiner/Inspector, Commercial Building Inspector, and Commercial Building Plans Examiner. The selected candidate will report to the Assistant Borough Manager. This position is part-time and will consist of 25 hours of work per week. Exact schedule to be determined at the time of hire but will take place during the normal municipal hours of operation, which are weekdays from 8AM to 4:30PM. It is critical for the employee to clearly and effectively communicate, both orally and in writing, to constructively assist and direct residents, contractors, consultants, etc. in a professional and reasonable manner. The position demands intensive knowledge of zoning ordinances and the ability to enforce local regulations such as building, sign, and property maintenance codes. General familiarity with the functions of local government including legal processes, construction methods, and building, plumbing, mechanical codes is expected. This position is not involved directly with the subdivision process, but rather serves the everyday functions of a municipality, including processing permits and working through different obstacles. The business of municipal work can often can be hectic and demanding, and requires a deal of multi-tasking.

 

The role may involve assisting with the issuing of permits, preparation of reports of activities, attend meetings, send notices, issue orders, review and recommend ordinances for update and/or additions to municipal regulations, file citations, attend court hearings for code compliance and maintain township records for zoning and code enforcement activities. A bachelor’s degree with at least three years’ experience in local government or related field and A.I.C.P. or Building Code certification experience is desirable. Work experience is accepted in lieu of a degree.

ESSENTIAL DUTIES:

·       Act as a direct representative for West Bradford Township to assist and answer any questions in regard to Township Code requirements.

·       Enforce setbacks, impervious coverage requirements, lot width, height requirements, and use standards of the Zoning Ordinance during the building process.

·       Ensure that any additional building criteria approved by Special Exception, Variance and/or Conditional Use is adhered to.

·       Enforce fire prevention, property maintenance, and sign regulations.

·       Review zoning permit applications for compliance with municipal codes and provide necessary documentation of permit approvals and disapprovals for communication to the applicants.

·       Prepare reports and presentations regarding zoning permit activities.

·       Discuss zoning permit applications with citizens and contractors.

·       Investigate complaints and issue violation notices.

JOB DESCRIPTION

The Code Enforcement Officer is responsible for enforcing the Town of McCandless’s property maintenance regulations. This includes the development of solutions to remediate properties of concern, investigating code violations, issuing letters of abatement, and administering violation warnings.

ORGANIZATIONAL RELATIONSHIPS:

JOB SUMMARY

This is a technical non-supervisory full-time position. The code enforcement officer is responsible for the inspection of vacant, developed, and undeveloped properties for the purpose of identifying and documenting Town code and ordinance violations. This employee will complete notices of violation while working proactively with property owners to achieve ordinance compliance. They will prepare case files and provide municipal court testimony regarding code and ordinance violations; and report to supervising staff and Town Council on such activities.

Exposure to chemicals and/or hazardous materials can occur. Physical work involved with this position includes those activities required for investigation and enforcement of code violations.  EXAMPLES OF DUTIES

The Code Enforcement Officer is responsible for ensuring that all property maintenance and safety laws including Town codes, ordinances and rules are enforced. The Code Enforcement Officer must be capable of working independently and self-managing time in order to meet productivity goals. The specific duties include:

1.      Public nuisance abatement: Perform regular property inspections throughout the Town, both self-directed and in response to resident complaints. Initiate enforcement actions for violations of property maintenance, public nuisance codes, and ordinances. Perform follow- up inspections to ensure compliance. Secure clean-up services for properties whose owners are non-responsive and ensure that clean-up notices are sent, and liens filed.

2.      Substandard building abatement: Identify vacant and substandard buildings. Ensure that vacant buildings are secure in order to prevent them becoming attractive nuisances. Initiate condemnation demolition of substandard structures, including maintenance of all necessary records. In cases of Town initiated demolition, the code enforcement officer will work with the Finance Department to ensure that property owners are billed and/or property liens filed.

3.      Court testimony and legal action: Prepare case files and file citations for matters that must be referred to court. Provide testimony regarding violations that have been taken to court for resolution.

4.      Performance reporting: Produce summary reports for supervising staff and Town Council on new, pending, and resolved code enforcement matters on a monthly basis or as otherwise directed.

5.      Building code enforcement: Serve as a back-up for the Building Official on residential building code inspections when the Building Official is unavailable.

6.      Zoning violations: Assist with enforcement actions relating to zoning violations at the direction of the Planning and Development Administrator/Zoning Officer.

QUALIFICATIONS

Prior experience with code enforcement and public nuisance abatement preferred. Additional education and training may be accepted in lieu of experience. Residential building inspection or other related building inspection certifications strongly preferred. If hired without the applicable inspection certifications, the applicant will be required to earn them within one (1) year of employment.

·       Valid Pennsylvania vehicle operator’s license

 General Statement of Duties:

This is a full-time position involving the enforcement of all building and property use codes, as required. The employee is responsible for conducting inspections in the Borough as assigned by the Building Official for possible code violations.

 Supervision Received:

Works under the supervision of the Building Official.

 Typical Duties Performed:

·       Receives requests, complaints, and information from the public, staff, elected officials and conducts investigation of potential code violations.

·       Conducts field investigations; inspects properties for violations; attempts to make contact at the residence or business to resolve violation; issue and post warning notices, notices of violation, corrective notices, order to comply, and related documentation for code violations; schedule and perform all follow-up functions to gain compliance including letters, inspections, calls, meetings, discussions, and negotiations to ensure compliance with appropriate codes and ordinances.
