2022 Department of Labor and Industry Message Regarding Administration and Enforcement of the UCC Updates to the Accessibility Code:

“On October 26, 2022, the Commonwealth Court issued an opinion in Pennsylvania Builders Association v. Department of Labor and Industry, which permanently enjoined enforcement of the 2021 accessibility updates to the Uniform Construction Code. As such, effective immediately, you must cease all enforcement of the 2021 accessibility standards. Since the 2018 accessibility standards were in effect before December 25, 2021 and were unchallenged, all structures must still comply with the 2018 accessibility requirements.

Please be advised that the Court’s decision does not affect enforcement of the non-accessibility requirements of the Uniform Construction Code.”

International Code Council's Statement Regarding Miami Florida Building Collapse

We are deeply saddened by the news of the building collapse in Surfside, Florida, last night. Our thoughts and prayers go out to those affected and to the rescue crews working hard to identify survivors.

As Florida officials continue to investigate this tragedy, the International Code Council will support Florida in any way it can. We understand this incident will likely spur additional inspections throughout the area, and the Code Council will share information with its network of code officials and inspectors should Florida need additional support.

The building that collapsed was built in the 1980s. Since Hurricane Andrew hit the state in 1992, Florida has adopted a rigorous code adoption and enforcement process. In fact, Florida has one of the strongest building codes in the U.S., which is based on the International Codes. As noted in the Insurance Institute for Business and Home Safety’s Rating the States 2021 report, Florida is ranked number one among the 18 states along the Atlantic and Gulf coasts for building code adoption, enforcement, and contractor licensing.

In times like this, we are reminded of the vital role building safety professionals play in making sure these incidents are rare while ensuring safe and sustainable communities. Together we will help Florida recover, and we will look to the lessons of the past to help us prepare for a better future.

Code and Building Job Openings and CBO 2020 Meeting Announcements

Some important group information!

First: We have a number of new job openings listed on our website! Take a look at our link here to see job descriptions for West Mifflin Borough, Turtle Creek Valley Council of Government, Borough of Etna, Findlay Township, and West White Whiteland Township (Exton, PA).

Second: CBO will be having our September quarterly meeting and education virtually. In an effort to provide as much continuing education as possible, I am hoping to have more than one virtual session so we won’t capitalize all of everyone’s day. However, I would like to hear from members to see if have any issues with participating in a longer virtual class if it means more CEU’s in one day. We are itching to provide a safe environment for everyone to convene for an in-person conference, which is why we are waiting for more stability regarding statewide COVID restrictions.

April 2020 Quarterly Meeting Conference Call

Bob Buddenhohn, the Executive Director of the Pennsylvania Association of Building Code Officials (PABCO), gives some explanation on the guidance from DCED and the Dept. of Labor and Industry.
