POSITION: Community Code Enforcement Officer
DEPARTMENT: Sustainable Community and Economic Planning (SCEP)
SECTION: Code Enforcement Office
REPORTS TO: Chief Code Enforcement Officer
FLSA STATUS: Non-Exempt, Full-time
PAY RATE $21.37/hour min - $28.73/hour max, dependent on experience
SCHEDULE 7:30 am – 4:30 pm, Monday through Friday
POSITION SUMMARY: This entry-level professional position will enforce codes and ordinances governing and related to subdivision and land development, zoning, building construction, property maintenance, rental housing, and historic preservation under the general guidance and supervision of the Chief Code Enforcement Officer.
ESSENTIAL DUTIES & RESPONSIBILITIES: The essential functions may include the customary duties and responsibilities noted herein, however, the information below is not an exhaustive list of duties and instead serves as a representative sample of the expectations of the position.
1. Works independently to proactively examine interior and exterior of residential and rental properties to ensure compliance with the International Code Council (ICC) International Property Maintenance Code, the PA Uniform Construction Code (UCC), and other local codes and ordinances adopted by the Borough of Carlisle; inspect construction projects to ensure procedures and work are in accordance with approved permits, and applicable codes, regulations, and specifications; ensure that there are no malfunctioning systems, safety hazards, unsanitary conditions, infrastructure damages, structural defects, which may include electrical, plumbing, and water systems. 2. Investigate complaints and ensure code compliance with a customer service approach to resolving problems; consult with the Borough Engineer, Fire Department, SCEP Director and Zoning Officer, and Police Department officials as needed; determine and implement non-compliance response consistent with Borough standards; issue violation notices, stop-work orders, condemnation orders, and permits in accordance with accepted procedures; clearly notify property owners of violations; conduct follow-up inspections to ensure compliance; may be called upon to testify in a legal environment as a professional witness. 3. Demonstrate tact and professionalism at all times; communicate effectively with property owners, tenants, and contractors; meet with and answer inquiries from stakeholders; work with property owners to address issues by providing guidance and instructions, both verbally and in writing. 4. Maintain comprehensive records of permit applications, permits and certificates issued, inspections conducted, related reports, violations, and status of progress and follow-up of issues; interview property owners, check construction documents, and perform tests to create detailed reports about inspection findings and accurately record improvements, construction activity, and inspection results which include descriptions of defects, photos, diagrams, and notes from site observation; present reports to property owners and other stakeholders. 5. Assist with maintaining documentation to ensure compliance with state and/or federal grant programs such as Community Development Block Grant (CDBG); assist with Sustainable Community and Economic Planning programs and services as needed.
6. Maintain current knowledge of practices, principles, regulations, and ordinances; attend and participate in professional development opportunities.
7. Performs other duties as assigned.
REQUIREMENTS AND QUALIFYING CRITERIA:
An equivalent combination of credentials and experience to effectively perform the duties of the position may be considered:
Previous related experience, such as a building construction trade, PA UCC, local government building/codes department, third party inspection or plan review services; or successful completion of two years of college-level course work in building technology, engineering, or related field.
UCC Building Code Official (BCO) Certification required within 1 year of hire.
UCC Residential Building, Mechanical, Plumbing, and Energy Inspector certifications required within 2 years of hire. Proficient in Microsoft Word and Excel.
A writing sample will be required during the interview process to demonstrate technical writing skills.
Valid PA motor vehicle operator’s license.
KNOWLEDGE/SKILLS/QUALITIES: The ideal candidate should possess the following:

Knowledge and application of the Pennsylvania Uniform Construction Code, International Property Maintenance Code, and evidentiary requirements for courts of law (District Justice & Court of Common Pleas).
Knowledge and application of techniques and approaches used in obtaining voluntary compliance in enforcing property maintenance code violations; techniques of negotiations and conflict resolution when dealing with stressful situations and angry citizens.
Knowledge of building construction principles and practices and to recognize deviations from code and safety requirements.
Knowledge and application of record keeping and management, report preparation, and filing methods; open records regulation; investigative principles, methods, techniques, and case management principles for the purpose of preserving evidence and establishing documentation and an audit trail for legal purposes; ability to analyze and organize data and prepare records and reports in a timely fashion.
Demonstrated ability to read and interpret codes and ordinances, technical manuals, design drawings, construction sketches, material shop drawings, blueprints, and specifications related to construction projects.
Demonstrated skill in technical writing for records and reports; Word and Excel skills required.
Ability to recognize and address local code violations in the Borough.
Demonstrated ability to form effective working relationships with fellow employees, subordinates, and supervisor.
Punctual, dependable, and responsible.
PHYSICAL DEMANDS/WORK ENVIRONMENT: The physical demands described
below are representative of those required for the position.
Work is performed indoors and outdoors, in all types of weather conditions and varying environmental conditions, which may include dust, dirt, fumes, low illumination, poor visibility, noise, rain, snow, etc.
Ability to stand and walk most of the time with some bending, stooping, squatting, climbing, twisting, reaching, lifting up to 50 pounds, walking on irregular surfaces, rough terrain, or heights above the ground.
