QUALIFYING REQUIREMENTS:

WORK EXPERIENCE: The application must clearly show four (4) years of full-time experience in the building trades (e.g., mechanical/HVAC, insulation contracting, general construction, etc.) AND ensuring that construction conforms to building plans, codes and regulations. (Full-time is defined as thirty-two (32) hours or more per week. Less than full-time experience will be calculated on a pro-rated basis.)

EQUIVALENCY: Education/training may be substituted for work on a year for year basis if the application clearly shows the required number of years to meet the Total Qualifying Requirement for this position (based on the sum of work experience and education/training listed above). POSITION DUTIES
Inspects buildings within assigned area to determine whether workmanship, repairs, renovations, and new construction projects are in conformance with approved plans, applicable codes and regulations.
Inspects new construction (including additions and extensions) and construction repairs for safety and workmanship to ensure conformance to City Building and Zoning Codes and approved building plans and calculations.
Issues letters of violation, revokes building permits and refers violations to Magistrate's Court.
Prepares reports (e.g., travel, daily, etc.) on all activities and actions taken.
Canvasses assigned area and reports Uniform Construction Code (UCC) and Pittsburgh Zoning Code violations.
Inspects renovations, additions, extensions, and new construction for compliance with the all of the codes adopted by the City.
Evaluates construction plans, specifications and reports for conformance with the codes adopted by the City.
Appears as a witness in Magistrate's Court and Common Pleas Court.
May be required to be on 24 hour call in case of emergency or fire.
Performs other such related tasks and duties that are assigned or required.

Position Requirements:

The Position
The Codes Administration Department’s 4 employees, including the Director, are responsible for administering the Township's building construction regulations, including zoning reviews and use and occupancy permits; fire prevention inspections of commercial and residential rental properties; emergency management coordination; and enforcement of other non-police codes.
The Director’s position is a supervisory and field work position responsible for the management of the Codes Administration Department and enforcement of the PA Uniform Construction Code and other Township regulations. This position provides leadership and guidance to the Code’s team, issues building permits and conducts inspections; and oversees emergency management planning and coordination.
The ideal candidate will bring a mix of new ideas and proven practices to the position. Strong communication and people skills; the ability to learn new software programs such as GIS and MS SharePoint; and knowledge of state and federal regulations are essential.

Permitting and inspection services for residential, commercial, and institutional (Building, Accessibility, Energy, Fire, Electrical and Mechanical) on an as needed basis and Commercial Plan Review services.
Overview
The Department of Community Development of North Fayette Township, Allegheny County, PA is soliciting proposals from qualified firms for Third Party Code Inspection and Permitting Services for both residential and non-residential activities regulated by the Uniform Construction Code (UCC), on an as needed basis. The intent is for the service provider to assist the Township’s full time Code Administrators on an as needed basis, and to perform Commercial Plan Reviews and Electrical Permit Reviews and Inspections.
Location
North Fayette Township is a second-class township with an estimated population of 14,816 residents. It is a rapidly growing suburban municipality located in the western part of Allegheny County within the Parkway West/Airport corridor. Current land uses consist primarily of agricultural and residential uses, with several concentrated areas of commercial, industrial, and institutional uses. The Township processed 410 building permits in 2019. Currently, Township staff issue all permits, except for electrical and plumbing permits. Electrical permits are currently issued, and Commercial Plan Reviews are currently conducted, by a third-party provider of the applicant’s choice; it is expected that the service provider will provide this service in the future. Plumbing permits are issued by Allegheny County; this is not expected to change.
Office Hours

Inspection Times and Appointments
The Service Provider shall provide days and times when they will be available for inspections in North Fayette Township. Appointments for inspections will be made through the Department of Community Development. The Service Provider will pick up all permit documentation for inspections at the municipal building and return documentation to the municipal building with required inspection form.
Commercial Plan Review
The Service Provider will be contacted directly by the applicant for Commercial Plan Review. Construction Documents are to be submitted directly to the Service Provider. The Service Provider will notify the Township prior to beginning a Commercial Plan Review to let the Township know that construction documents have been submitted for review, and provide the Township with project information, location and contact information of the applicant.
Appointment
The Contract will be in the form of a professional service agreement. The agreement shall detail terms and conditions required by the Township. The Township, at its sole discretion, may appoint more than one firm to be the service provider. Professional Service Third-Party Code Inspection Service is a contracted
Professional Service.
The Township reserves the right to reject any or all proposals; to waive any defects, errors, omissions, irregularities or informalities in a proposal or the proposal procedures; and to accept any proposal which it may deem to be for the best interest of the Township.
Applications & Compensation
Permit Applications
All permit applications shall be filed with North Fayette Township, and will be date stamped and logged in by the Township. The Service Provider will pick up all permit applications at the municipal building and return all reviewed and/or approved applications to the municipal building with any required documentation.
Fees
With respect to the administration of the Uniform Construction Code (“UCC”) Inspections, the Third-Party Code Inspection Agency will be authorized to collect all fees and charges from permit holders and North Fayette Township Request for Proposals (RFP) Third Party Code Inspection & Permitting Services Page 3 of 4 Department of Community Development (412) 788-4888 | 400 North Branch Road, Oakdale, PA 15071 applications as may be detailed in the proposed/duly accepted Fee schedule. No applicant fees will be paid to the Township and no fees charged to an applicant will be paid by the Township. Service Provider shall collect the State Fee of ($4.50) and a flat Administrative Fee per permit (except in the case of Commercial Plan Review) and remit the same to the Township respectively along with a report indicating the specific permit each fee for which it was collected.
Third Party Code Enforcement Agency Requirements
The Third Party Code Inspection Agency will have personnel qualified and certified by the Pennsylvania Department of Labor and Industry to perform plan reviews and inspections as required by Act 45 of 1999 and the related Codes therein referenced, as well as those services related to the administration of a permit system, to be proved on an as needed basis at the local “Third Party Code Inspection Agency”. The Third-Party Code Inspection Agency will have personnel qualified to read and review design plans, engineering specifications, and architectural drawings. The Third-Party Code Inspection Agency will have proper certifications and insurances.
Proposal Evaluation
Proposals received will be reviewed by staff and will be evaluated in the following areas: 1. The names and qualifications of the personnel who will be assigned to work with the Township. 2. The type and tenure of the experience of both the agency and the individuals who will perform these programs. 3. The location and hours of the Third-Party Code Inspection Agency’s office. 4. References from other municipalities. Please note that the Township reserves the right to modify the criteria by either adding additional criteria to the evaluation or deleting criteria found to be not applicable to the decision-making process.
Proposal Submission
The proposal must be received in hand by the Township no later than 1:00 PM, Friday, July 24, 2020, and must be submitted by mail. All proposals must be marked “Proposal for North Fayette Township – Third Party Code Inspection” and must also state the name of the proposer.
