BUILDING INSPECTOR/CODE COMPLIANCE OFFICER
REPORTS TO: CHIEF INSPECTOR

NATURE OF WORK
This is professional work conducting basic property maintenance inspections of single-family residential, multi-family and commercial structures. The position also performs enforcement of municipal health and safety codes and residential building inspections. The work requires some individual judgment and discretion.
ESSENTIAL JOB FUNCTIONS
Notifies responsible parties/owners of defects and re-inspect to determine if corrective actions have been taken; issues citations if necessary.
Proactively patrols the municipality looking for violations of codes also responds to complaints; conducts inspections to obtain supporting documentation as needed. Inspections may include unmaintained structures, signs, sidewalk and other zoning requirements. Issues enforcement orders when needed.
Maintains complete and accurate records, logs and files of inspection activities; completes reports of activities.
Handles citizen complaints regarding ordinance violations.
Performs annual swimming pool inspections.
Maintains mandatory continuing education credit hours and attends training to maintain certifications and assure knowledge of codes
Health & safety ordinance enforcement including annual swimming pool inspections, property maintenance inspections. May also issue zoning permits such as fencing, sheds, driveways, air conditioning units and home occupation permits.
Performs Residential building code inspections.
Maintains regular and punctual attendance.Supervises skaters and enforces rules during skating sessions.
OTHER JOB FUNCTIONS
Performs all other work assigned.
REQUIRED KNOWLEDGE AND SKILLS
Thorough knowledge of local codes and ordinances, including zoning.
General working knowledge of construction.
Skill in the interpretation of codes and ordinances and their application to specific situations.
Ability to read and analyze minor single family projects plans and specifications for compliance with codes and zoning.
Ability to establish and maintain effective working relationships with property owners, contractors and the public.
Ability to enforce regulations tactfully and firmly, and in a consistent manner.
Ability to maintain accurate and timely reports and records of inspection activities.
Familiarity with computer applications.
REQUIRED EDUCATION, TRAINING AND EXPERIENCE
Graduation from High School or G.E.D. Trade school coursework in the building construction trades, or 3 years of experience in constructions trades or trades inspection work, or the equivalent combination of education and experience.
Certification in category of Property Maintenance Inspector under the ICC International Code Council certification program required.
ICC Residential Building Inspector (preferred) in lieu of Property Maintenance Inspector Certification
Ability to obtain ICC Residential Building Inspector certification within 10 months from date of hire.
Valid PA driver’s license.
PHYSICAL DEMANDS:
Work is performed mostly in field settings. Considerable outdoor work is required during the inspection of various enforcement procedures. Hand-eye coordination is necessary to operate computers and various pieces of office equipment. While performing the duties of this job, the employee is regularly required to stand, sit, walk, talk or hear; use hands to finger, handle, feel or operate objects, tools, or controls; and reach with hands and arms. The employee is occasionally required to climb or balance; stoop, kneel, crouch, or crawl; and smell. The employee must occasionally lift and/or move up to 75 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus
